All of us at the LCVYS office, Pete, Val & Ian wish you the very best for Christmas and the New Year. We thank you for all your contributions, comments and support over the last year and eagerly look forward to more for 2002. This year has been extremely busy and many changes have been made, a good number of them with our “Lolly” Newsletter and we hope that you have found the changes to be beneficial. The LCVYS office will be closed from the afternoon of Friday the 21st December and will re-open on Wednesday the 2nd January. However, we will still be able to respond to e-mail over this time if you need to get in touch. An emergency number of 07941 400983 will also be manned. CRB evening a big success
====================

A BIG thank you to Mark Favager from the Criminal Records Bureau, who was our gust speaker at the November LCVYS Forum at County Hall. Mark had agreed to attend to brief our members and others on the progress of the CRB and update us on a date for launch. The CRB is due to go live from the 1st April 2002 and is already running pilot schemes with some organisations. Mark managed to answer all the questions put to him on the evening and he admitted he was surprised at the level of knowledge and understanding of those present. An excellent pack was made available for all attendees and we still have a few left in the LCVYS office for anyone who wants a copy. Packs may be collected free of charge or we may be able to deliver if we’re visiting you for some other reason but if you require a pack posting, we would need to pass on the postage costs as the packs are quite large and heavy. The CRB is something that will affect us all in the future and we all need to be aware of the procedures. LCVYS is in the process of registering as a body for processing Disclosures for member organisations for the future.

 

The Social Security Amendment (Volunteers) Regulations 2001
 =============================================

The newly formed Department of Work and Pensions has relaxed the current rule that requires volunteers to be available for employment at 48 hour’s notice, instead this has now been extended to a week’s notice. It has also extended the current disregard of volunteers reimbursed expenses to include payments made in advance to cover expenses that are to be incurred. These changes came into effect on the 24th September. For further information concerning these changes volunteers’ or organisations should contact their local Benefits Office.

FOCUS ON: Boys' Brigade in the North West
=================================

ABOUT THE BOYS’ BRIGADE

The Boys’ Brigade is a world wide youth organisation with more than a million members in over 50

countries. It is the world’s oldest uniformed youth organisation having been founded in Glasgow in 1883. IN THE NORTH WEST A major focus for The Boys’ Brigade in the north west of England is the District Headquarters and Training Centre at Treales, Near Kirkham. The residential accommodation provides for some 44 persons and is shortly to be extended by the provision of a small party lodge suitable for groups of 16 persons. The District Organisation exists to support the 154 companies, comprising 462 sections, throughout the region with a total membership of 5158 A range of residential training courses is organised at the centre, and others are provided locally by the District Training Team under the ‘Licences to Train’ quality assurance scheme. MILLENNIUM VOLUNTEERS The Boys’ Brigade in England was awarded a Millennium Volunteers grant in October 2000 and is one of only five National Providers of the scheme. The scheme provides recognition for volunteering by Young People by way of certificates and awards. Young people on the scheme have access to monies for training and out of pocket expenses. In Lancashire some 30 volunteers have enrolled and Volunteer Advisors have been appointed. The BBMV is open to non-Brigade young people aged 16 years to 26 years. Further details of this scheme can be obtained from the district office. LIFEBOATS FOR 2000 As part of the national Brigade Millennium appeal the Brigade in the north west contributed the sum of £13,550 towards an inshore lifeboat to be located at Harwich, Essex. RAW DEAL Local members are engaging a new International Team project entitled ‘Raw Deal’ with the purpose of helping Boys’ Brigade members to explore the issues surrounding exploitative child labour. The International Team project forms part of the

Brigade’s commitment to encouraging both empowerment and participation of young leaders. BLACKPOOL DISPLAY The annual display at Blackpool Tower Circus provides a showcase for Brigade activities and the two performances are well supported by parents and friends. Next year’s show will take place on Saturday, 23rd March 2002. INTERNATIONAL PARTNERSHIP The District has an informal link with the Boys’ Brigade in Kenya and are currently funding the printing of Officer Training Manuals by a donation of £1,700.00.

ConneXions Project
==============

Congratulations to the Lancashire Association of Clubs for Young People who, amongst some stiff competition, were awarded the project funded by ConneXions to run awareness raising events with the Voluntary sector over the next few months. Dr Karl Hodder is heading up the project and is busy visiting old and new groups to bring them up to speed with what is happening with ConneXions and how it can and will affect voluntary youth leaders in the future. Karl is also putting together a grants application process for the voluntary sector to obtain relevant funding from the ConneXions service. Karl is looking for contacts with groups and can be reached at LACYP on 01524 65106

A series of open meetings are being held (With refreshments) around the County starting with one in Garstang on the 16th January and another in Blackpool on the 30th January. Book your place with Karl direct.

 

Children's Fund

This should not be confused with the Children’s Fund Local Network which although similar, is a separate pot of money and of which a good number of our members have already obtained funding. National Youth Arts Festival
====================

The National Youth Arts Festival is back. The Festival will run in Ilfracombe, north Devon, from Sunday 7th to Friday 12th July, when hundreds of young people will come across the UK for an action packed six days of creative activity. Random Dance Company and Wolf and Water Theatre Company will be in residence, and will run workshops as part of the extensive workshop programme covering dance, theatre, visual arts and music.

Additional workshops will be run in dance, physical theatre, visual arts and music. In the evenings, young people will show their work in whatever art form they chose to bring to this unique national platform for youth arts. As a bonus, some of the best surfing beaches in the country are within easy reach. The High Sheriff of Lancashire's Young Citizen Award 2001

If you know someone between 12 and 19 years of age who has helped either their local neighbourhood, a person, family member or school for at least the last six months, the High Sheriff of Lancashire would like to hear from you.

Parent Child Conference 2002
======================

A conference on addressing research and social policy issues surrounding adolescence is taking place on 18th and 19th April 2002 at the Business Design Centre in London. Parent Child 2002 is organised by the National Family and Parenting Institute, the Parenting Education and Support Forum, the National Council for One Parent Families, the Open University and the Trust for the Study of Adolescence. The organisers are currently looking for papers from researchers, teachers, practitioners, youth workers, policy analysts and voluntary organisations. 17th Young Pavement Artists Competition
 ==============================

JUNE 8th 2002 Environmental Theme: The River Bank Drawing together to help those with Duchenne Muscular Dystrophy The Young Pavement Artists Competition is a partnership with schools, youth clubs, organisations and councils nationwide to provide equal opportunities for all children, no matter what their ability or disability, to meet, draw, unlock their imaginations, gain self confidence and have fun.

What do you have to do?

Put on the first stage of the Competition and send in photographs of the first prize winning drawings in age groups 4 - 5, 6 - 8, 9 - 11, 12 - 15 and 16 - 18. The second stage is for those pictures to be judged by members of Tate Britain, and the Royal Academy of Arts. They choose the Young Pavement Artist of the Year who receives a trophy and £200, 3 runners up who each receive an inscribed plate and £100 and 12 will receive a framed Highly Commended Certificate. Presentation of the first four awards will be at Tate Britain on July 12th. All 16 national drawings will be included in the YPACs Calendar for 2003. For information contact Barbara Bate on

Competition for Young People

As part of next year’s Green Week, an environmental conference and exhibition will take place on 15th-20th April. The European Commission has launched a competition for young citizens. There are four categories for different age groups

NSPCC Child Protection Awareness Distance Learning Programme

The programme provides a low cost, but high quality method of getting up to speed with child protection issues. It is ideal for anyone who comes into contact with children through their work. CAFcash goes Online

CafCash Ltd is to become the first bank, dedicated to handling the accounts of the charitable sector, to offer a free online banking service. Minimum Wage
============

The national minimum wage increased to £4.10 per hour for adults and £3.50 per hour for workers under 21 from 1st October 2001

 

Alan L Robershaw JP
===============

On 4th October 2001 Alan Leslie Robertshaw passed away.

All who had the privilege to know him have their own memories, but one thing everyone who knew him had in common was a respect and love for a guy who affected all their lives in different ways. Alan was born in Doncaster. He attended West Monmouth Grammar School and it was during this time that he started his first youth club and became a member of the Welsh Association of Youth Clubs. He was appointed to represent Wales on the National Members Council of UK Youth within their Golden Jubilee Year 1961.

He went on to undertake training at the University of Leicester where he became President of the Students Union and continued his voluntary work with UK Youth. On leaving the University he was appointed Assistant Master at Guthlaxton Grammar School in Leicester for 2 years and received glowing reports on his work for the school productions and staff reviews which he produced during this stay.

He was appointed Secretary General of the British Youth Council, a position he held for 11 years and remained a Trustee. He was educational Adviser and Treasurer to the World Assembly of Youth for 5 years, Vice Chairman of the Council of European

National Youth Committees, a founder member of the Commonwealth Youth Programme and undertook extensive work on Population Programme and Literacy in Latin America. He was the British delegate to the United Nations Commission of Youth and Human Rights. In 1973 he became the Chief Consultant to the National Youth Assembly and there are thousands of young adults throughout the country who valued his commitment, to young people. He regularly assisted and directed courses with the LYA for young people in the 80’s and 90’s and in particular with international projects for Japan and Industrial courses with representatives from British Coal and groups from Japan.

He held 15 degrees, diplomas or certificates, many with honours and distinctions. He was proud of his appointment as the youngest JP in the county when he was appointed in 1964 and to have received his long service medal 5 years ago and would have been delighted to have discovered that his colleagues had re-elected him deputy Chairman of the London Magistrates Association in South Westminster 2 days before he died. Prior to his last position at St Martin’s College, Lancaster as Senior Lecturer in Social Sciences and Psychology he had undertaken lecturing at Whiteland’s and Southlands Colleges in London. Sadly missed by thousands who valued his friendship, encouragement and support.

 

Community Fund's Buildings Application Process Seminar
 ==========================================

The day is for groups who are looking to apply to the Community Fund using the Property Applications Book and it’s free to the community/voluntary sector. The seminar should address many of the problems that groups are encountering when looking to obtain a grant for building-be it to refurbish, extend or build from scratch.

Registration forms are available from Community Futures at reception or by telephone 01772 717461. You can also apply by visiting their website www.communityfutures.org.uk where you will be able to complete the registration form online and email it back to them to book your place.

Delegates will be limited to two per group, but if they are inundated with requests they may have to reduce this to one.

A large turnout is expected so book early.

 

European Youth Programme
====================

Exchanges are intended to contribute to the personal development of the young participants.

The exchanges are open to all British young people, regardless of their background, education, or socio-economic situation. A youth exchange brings together groups of young people from different backgrounds from two, or several countries,

providing them with an opportunity to meet, discuss and confront various themes, whilst learning. Groups of young people aged, in principle, between 15 to 25 years of age, who are legally resident in a country are eligible to participate in the programme.

Each youth exchange has a host group and one or a number of sending groups. The first step is to form a group, which will develop the project idea. The second step is to identify partners for the future exchange. European youth organisations, which are based in the Member States and have member branches in at least eight EU countries, can set up multilateral youth exchanges. There should be a minimum of 16 and not more than 60 participants. Partners must be balanced in terms of their number of participants.

Duration is from 6 to 21 days, excluding travel. Each group should nominate group leaders. The leadership team’s task is to oversee the smooth running of the project.

Exchanges can have many different themes, for example anti-racism, fighting drug abuse, arts or music, environment, information technology, local heritage etc. An exchange is not: Business meetings of youth organisations; holiday travel; language courses; school class exchanges; study tours. Multilateral exchanges involve groups of young people from at least three programme countries. The exchange must take place in one of the countries involved in the project.

For multilateral exchanges, the host organisation applies on behalf of all the partners for all costs to their National Agency.

There are also other types of activities which the European Commission will consider on a case-by-case basis, such as itinerant multilateral exchanges which are when the entire exchange group moves during the activity from one country to another. The grant is calculated on the basis of real costs for travel and lump sums for all related costs.

The impact of a youth exchange should also bring the concept of “Europe” to the local community, and raise and promote a more positive awareness of other cultures. For groups/associations at local, regional or national level. Project start date: June and November - deadline 1 February; October and March - deadline 1 June; March and August - deadline 1 November; January and June - deadline 1 September. Third country projects Youth exchanges with third countries involve groups of young people from the European Union, the

European Economic Area and third countries.

There are three priority regions: Mediterranean partner countries, Commonwealth of Independent States (CIS) and Southeast Europe.

The exchange must be multilateral and involve groups of young people from at least two programme countries and two eligible third countries and may take place in any of the countries involved.

Awards For All
===========

Awards for All is a grants programme set up to help small groups. It is supported by the Heritage Lottery Fund, the Arts Council of England, Sport England, The New Opportunities Fund and the Community Fund. The main aim of Awards for All is to fund projects which involve people in their local community, bringing them together to take part in and enjoy a wide range of arts, sport, heritage, charitable and other community activities. If you are a local group and you need between £500 and £5,000, then Awards for All may be able to help you. They hope these awards will make a real difference to smaller groups and will strengthen community activity. Money can be spent over a year period. Arts capital projects are now allowed. You can apply at any time. The application form is simple and available on the website www.awardsforall.org.uk or by telephoning the hotline on 0845 6002040 Each region has their own focus for priority funding. In the NW region they will work to encourage applications from groups whose projects will benefit the following Areas of multiple deprivation and remote rural areas with little or no access to community facilities Black and minority ethnic communities including refugees Disabled people New groups and other small groups that have not previously received funding from Awards for All

Her Majesty The Queen's Golden Jubilee

2002 is the Queen's Golden Jubilee year, and Awards for All will be helping voluntary groups mark the milestone. Local groups are invited to apply to Awards for All for grants of up to £5,000 to help communities join in the festivities. Their straightforward application and assessment process means Awards for All is ideally placed to support the Jubilee, enabling even the smallest group to participate. Golden Jubilee themes are inspired by Her Majesty's 50 year reign, Awards for All wants to support Golden Jubilee projects which as well as meeting the aims of Awards for All also meet one or more of the following themes: Involve all sections of the community; Embrace the multicultural nature of society; Encourage a sense of community spirit and community involvement; Promote or provide service to others; Engage young people Community groups can apply for Golden Jubilee funding for all manner of projects. They can be as diverse as a Golden Jubilee children's football tournament, to an arts festival, or a community fun day with games for people of all ages and abilities. The BBC Children in Need Appeal
=========================

They welcome applications from not-for-profit organisations working with disadvantaged children. Application forms are available from 0208 576 7788. They come with guidelines that should help applicants fill in the form. That telephone number will also provide you with the name of your regional contact (based in Bristol, Elstree, Leeds, Manchester or Birmingham). Your regional contact might be able to attend funding seminars or advice workshops that you are organising in your area. S/he would also be pleased to help applicants who need more personalised advice to complete their application form. 75 % of grants are for five thousand pounds or less. Comic Relief Grants
==============

As ever, their grants programmes - both in the UK and in Africa - are designed to have the greatest possible impact on poverty and social injustice. They'll be using Red Nose Day money: to reach some of the poorest and most excluded people in Africa and the UK; to help those people to help themselves; to meet their immediate needs and tackle the root causes of their hardship by working towards long-term change. They know that in the UK there is an enormous need and that their resources are limited. As a result, they can only consider applications under the following programmes: Fighting for Justice; Supporting Young People; Strengthening Services: the Domestic Violence and Refugee Sectors;

Supporting Communities There is a main programme for each of these areas, which will take up most of the money available. You can apply directly for funding from these programmes.

If you're interested in applying for a Comic Relief grant there are several ways to check out the guidelines and submit an application, depending on whatever suits you best. The guidelines and the application forms are on their web-site You can print them off while you're still connected or download them as Word documents.

Timetable for grant applications over £5000.

There are still two of the five grant-making cycles forthcoming. Cycle 4 Summary deadline 17 May 2002 for Full application deadline 2 July 2002 Cycle 5 Summary deadline 9 August 2002 for Full application deadline 17 September 2002 Fast track for grants up to £5000

Applications for up to £5000 are only available to organisations with a turnover of less than £100,000. They will give priority to core and equipment costs. If you are applying for a grant of up to £5000, they will deal with your application through their fast-track process and they should give you a decision within three months of you applying. They consider

applications for up to £5000 at any time and there are no deadlines. However, they will not be able to

accept applications after 9 August 2002.

The Jack Ashley Millennium Awards for Young Deaf People
 ==========================================

The Millennium Awards, supported by a £1.7 million grant from the Millennium Commission, aims to provide young deaf people aged between 14 - 25 with the opportunity to undertake major challenges across the world. The scheme will enable individuals to boost their self-confidence and contribute to their personal development and make a positive impact on the deaf and hearing community by promoting positive images of deafness and encourage greater understanding of deafness amongst hearing people. Over the next 3 years The National Deaf Children's Society is looking to make 330 awards to young deaf people The awards will be between £2,000 and £15,000 and will include the costs of communication support and mentoring. There are four distinct categories under which individuals can apply including projects exploring different aspects of culture, environmental or regeneration schemes, projects which promote deaf awareness or help others develop communication skills and challenging projects which help develop leadership skills. Application forms will be available in both paper form and BSL video form. The last round of these grants closes January 2002. Volvo Environmental Projects
=====================

Volvo are sponsoring an environmental awareness programme for schools. The Grants for Schools and Youth Groups programme has the strap line: conserve, recycle, sustain. The new Practical Environmental Projects programme has been rebranded and is part of an international, environmental, education scheme called the Volvo Ocean Adventure. The young people must be between 10-16 years old. Projects should involve either: recycling, conservation and biodiversity, sustainable transport use, designing and using sustainable technology, efficient resource use. Any group can apply, either through a school or through community organisations.

Activities must be researched and carried out by young people and there must be a local impact. Grants of between £250 and £1,000 are available for groups of up to five young people which are led by one adult.

Applications for grants can only be made through the internet. UK projects will be assessed in April 2002 and grants awarded in May 2002. The closing date to make your entry on the website is 31 March 2002 which is:

Harvest Trust Holidays for Children
=========================

The Harvest Trust offers holidays for children to those who need one but never get one. They have their own centre at Cardigan Bay in Wales which provides seaside breaks for groups of 12, 8-12 year old children accompanied by 3 adults. The YAPP Charitable Trust
===================

The Yapp Charitable Trust makes grants to small charities in the UK for many different purposes. In an average year they give about £300,000 to charities in about 100 grants. They make grants for work with: elderly people; children and young people; people with disabilities or mental health problems; people trying to overcome life-limiting problems such as addiction, relationship difficulties, abuse, a history of

offending. They also make grants to support charities' work in the fields of: education and learning, (including lifelong learning); scientific and medical research.

Grants are only for small registered charities whose normal annual turnover is less than £100,000.

They give grants for capital or for running costs and salaries. Most grants are for one year but they will consider applications for revenue grants for up to three years. Single year grants are usually for less than £3,000. Ongoing grants are rarely for more than £3,000 a year. The Trustees meet three times a year to consider applications usually in March, July and November.

Aspects Of Life Fund
===============

In the United Kingdom, Aspect Communications give direct contributions through the Aspects of Life Fund, which supports local and worldwide charities. The focus areas are: Environment - Preserving and protecting the environment: its habitat, its wildlife, and its resources; Disabled - Meeting the needs of the disabled, with an emphasis on helping them to improve their quality of life; Economically disadvantaged - Addressing the needs of the economically disadvantaged, with an emphasis on helping them to be self-sufficient; Children - Promoting the healthy and positive development of children under the age of sixteen; Animal welfare - Protecting wild and domestic animals, promoting responsible pet ownership, and educating people in the proper care of animals. Fund contributions will be distributed as cash grants up to £ 5,000. To be eligible to receive financial support from the Aspects of Life Fund, an organisation must be classified as a charitable organisation or a registered charity; Have

non-discriminatory policies or practices and operate in compliance with UK laws; Base its funding requests on direct programme or project costs and not on general administration expenses.

Grant proposals are reviewed and funded four times a year.

The next round deadline is 15 January 2002.

  So What was it really like then? - REC First Aid Course December 2001
           ====================================================

I’ve been on numerous first aid courses, most of them excellent but this was the first time I had been on a REC course and what a difference it was. Whereas most of my previous courses have been practising “carpet first aid” where the casualty is laid on the floor indoors, the emphasis of this course was on dealing with casualties in realistic situations out of doors where one would find it quite different to be having to kneel on gravel tracks, try to avoid standing in the mud and have limited choice about which way to roll a casualty into a safe airway position because he/she was on a banking covered with slippery wet leaves.

The course was residential at Moor Crag Water Activities Centre on the shores of Lake Windermere and the first session started on the Saturday morning up at Great Tower Scout Camp Site. Up to lunchtime, we worked on the theory side of first aid after we had talked about our own experiences and previous qualifications of first aid. Most people had done numerous courses in the past and this possibly helped because the course seemed to then concentrate on the practicalities of putting that theory into practise. The first outdoor session after lunch was relatively simple, working on the A and B of the systematic approach. A for assessing the situation to see if it was safe to approach and B for checking and improving the breathing. As the course went on, A and B developed into half of the alphabet and there were so many things to remember with each new scenario. However, the simplicity of the approach meant that if you got stuck, you just started at A again and worked quickly back up to where you left off.

I’m sure everyone on the course felt that it was much better this way being suited exactly to our needs, especially for those of us involved with outdoor activities of any sort with young people.
