APRIL EDITION OF THE LCVYS "LOLLY" ================================== LCVYS 1942 - 2002 celebrating 60 years Hi there, A little later than planned but better late than never, here's the April electronic edition of the "Lolly" The delay, as many of you will appreciate was due to the launch of our very first Charity Fair, an excellent event which took place at Preston College last Saturday along with our partners; Community Futures, Lancashire Association of Clubs for Young People, ConneXions Lancashire and the Learning & Skills Council. Although delegate attendance on the day could have been better, we have had some excellent feedback about the event. I would just like to take this opportunity to thank everyone who attended on the day, particularly the Exhibitors who put on such excellent displays. We're already working on next year's event....... We're also in the midst of packing up the contents of our offices ready to move to new premises at the end of this month in the Centre of Preston so watch out for the next edition of the "Lolly" for new contact details and your invitation to our Office Warming Party............ ICI Paints ========== Every year we run the “Dulux Community Projects Scheme”, where we award free paint to voluntary groups and registered charities throughout the UK. Over the years, countless groups such as scouts, play schemes, theatres, churches, schools and community centres, have all benefited allowing them to brighten up their buildings. This year’s scheme is now open for applications. The “Dulux Community Projects Scheme” is designed to provide help and encouragement to recognised voluntary groups that wish to carry out painting projects for the benefit of the community. The only condition is that the work must be carried out by unpaid volunteers. If you are interested in applying for this year’s scheme, you should send off a 72p, A4 sized SAE to Lucy Duggan, The Dulux Community Projects Office, Ketchum Life, Folgate Court, 35 -41 Folgate Street, London, E1 6BX. You will then receive an application form, together with a copy of the 2002 Colour Card for you to select the colours you would like to use to complete your project. Consider the following advantages: A monthly gift of say £20.00 costs a higher rate taxpayer only £12.00 since the donation comes from their gross pay before tax You will actually receive £22.00 since the Government is adding 10% to every donation via payroll until April 2003 Many major employers already offer Payroll giving schemes Over 20 million people are paid via PAYE so the potential for expanding Payroll Giving is enormous How does it work? An employee simply asks their payroll department to deduct regular charitable donations from their gross pay (providing their employer offers Payroll Giving) The employer passes the money to an approved Payroll Giving agency which will add the 10% and distribute it to the charity of the donor’s choice Where can I find out more? The Inland Revenue is running a campaign to promote Payroll Giving and supplies the following sources of information via its website: List of professional fundraising organisations who can promote Payroll Giving to employers on your behalf Information leaflet which can be downloaded from the website A Toolkit CD-ROM for charities can be obtained by calling 0845 604 9000 To find out more contact the Inland Revenue - Charities, St John’s House, Merton Road, Bootle, Merseyside, L69 9BB Tel: 0151 472 6029/6053 (Payroll Giving) Website: Or you can contact the Giving Campaign at the address below. Legacies Only 13% of wills include a charitable bequest yet they produce some £1.5 billion in funding each year. There is enormous scope to increase that figure not least because there is very little resistance to the idea of including a charity in a will-people just don’t get round to it. Legacies enable the donor to plan their giving, while having the advantage of relief from inheritance tax. How does it work? Donors name a particular charity in their will, it’s as simple as that. Where can I find out more? The Giving Campaign is working alongside the Legacy Promotion Campaign, which is aiming to increase the number of people who leave a charitable bequest in their will. For more information about the campaign contact Simon Turner on 020 7930 3154 or email simon.turner@givingcampaign.org.uk Or you can contact the Giving Campaign at: 6th Floor Haymarket House, 1A Oxendon Street London SW1Y 4EE. Tel: 020 7930 3154 Fax: 020 7925 0985 Email: admin@givingcampaign.org.uk Website: Data Protection Beware! ======================= During the last few days Scout HQ has been made aware of at least two Scout Districts/Groups that have received a mailing from an organisation called Data Protection Agency Services Ltd. The circular and forms suggest that the recipients have to register under the Data Protection Act 1998. This is misleading information from a company that has no connection with the office of the Information Commissioner. The Information Commissioner is aware of this and similar companies. She has listed the companies and a warning on her official website . The Information Commissioner recommends those receiving the mailing should alert Local Trading Standards Officer. By law, the promotion of sport is charitable only when it is a means to a charitable end. The new guidance extends the range of sport which might be considered as charitable within these constraints, to include activities with health or community benefits. New guidance sets out how voluntary sector organisations can encourage people to apply for up to £5,000 to support a wide range of self-help and mutual support activities. The guidance can be downloaded from More information can be obtained from the Neighbourhood Renewal Unit on 020 7944 8383 Community Champions Fund for Lancashire 2001-2002 ================================================= The Community Champions Fund is a pot of money to be distributed in small amounts to help groups and individuals to develop volunteering in their community. You may want to start a new group and need help with publicity, organising a meeting and paying for a guest speaker. Or you may already be running a group but want to develop it further by buying equipment or going on a training course. Whatever your need, we will be pleased to see if the Fund can help. If you have an idea for setting up a voluntary group or of developing one which is already active within your community contact West Lancashire CVS on 01695 733737 and ask for details of the Community Champions Project. One of the staff will be pleased to discuss this with you and provide you with an application pack for the Fund. This is a small fund and applications for more than £500 are unlikely to be successful. You cannot use Community Champions funding to pay for larger items of capital equipment or the salary of a paid post. It must be used to help support the work of a volunteer. The closing date for applications is 26th April 2002 Local Heritage Initiative ========================= The Local Heritage Initiative (LHI), devised by the Countryside Agency, is a national grant scheme that helps local groups to investigate, explain and care for their local landscape, landmarks, traditions and culture. It was launched in February 2000 and is planned to run for 10 years and over one million pounds was awarded during the first year of LHI. The initiative covers people in England. Local Heritage includes: Archaeological heritage; Natural heritage; Built heritage; Customs and traditions; and Industrial heritage. LHI can fund a range of heritage projects, but all must demonstrate the following characteristics: New or existing community or voluntary groups can apply. It is not necessary to be a registered charity but to be eligible, groups must have a formal constitution, and an open bank or building society account. Groups that are not locally based must be able to show that their project began at the community level, and that it has a high level of support from local people. Individuals and commercial profit-making organisations are not eligible to apply. Standard grants are between £3,000 and £25,000, paid in arrears, to cover 60% of project costs. The remaining 40% may be made up from cash, in-kind donations, volunteer labour; or a mix of these. Groups are encouraged to apply for more complex projects, eg those involving investigation, explanation and action, in 2 or 3 phases. It may be possible to offer advance payments of up to 25% of the grant. Nationwide is offering awards up to £5,000. They recognise that some projects may have difficulty raising the matching funding necessary, or may want to go further than is possible with the LHI funding available. These awards will provide additional support to help projects that otherwise would not be able to go ahead. The awards are available through the LHI application process. Full details of the grant scheme and application details is available on the LHI web-site.
