Although other ConneXions services are already in operation around the Country, it still isn’t all that clear what it will look like in Lancashire. With this uncertainty, many people are no-doubt nervous or sceptical or more often than not, misinformed. Some are even frightened that ConneXions is going to “steal” all the volunteers from their own organisation. There is currently a series of road shows taking place in the County to raise awareness in our sector of where ConneXions is up to at the moment and a fantastic opportunity to feed back any comments, fears and expectations from Voluntary and Community Groups. This really is THE big opportunity to have our say and shape the ConneXions service into something that WE want. What Now? 2002 ============== LCVYS has recently acquired the 2002 edition of Lancashire County Council’s publication What Now? It contains information and advice about education, work and training, money, benefits, housing, relationships, health, leisure, travel and transport, religion etc. We have enough copies for one for every group working with year 11 (15–16). The publication is free but postage will have to be charged if you would like a copy posted to your organisation. Alternatively they can be collected from the LCVYS office between 9 am - 5 pm, Monday to Thursday and 9 am to 4.30 pm Friday or give us a call for further information. CHARITY COMMISSION FUTURE CHANGES TO EMAIL ADDRESSES ==================================================== The Government Secure Intranet (GSI) is a system by which staff in central Government departments can obtain and share information in a secure environment. GSI membership is only open to Government departments and the Charity Commission intends to join with effect from November 2001. At this point, all their external email addresses will change slightly as the current ending of gov.uk will become gsi.gov.uk. The change will also apply to Commission staff’s email addresses. For example: jblogs@charity-commission.gov.uk will become joe.bloggs@charity-commission.gsi.gov.uk The old and new email addresses will run in tandem for 6 months to allow time for this information to be publicised as widely as possible. Write to the Inland Revenue at the address shown below to register for tax purposes. They will allocate a reference number to you. Get a declaration from you donors - this doesn’t mean lots of information, just their name, address and confirmation that they are a UK taxpayer. This can be as simple as ticking a box or saying yes over the phone and declarations can be backdated to 6 April 2000 Keep simple paper or computer records showing that your donors have agreed that you can reclaim their tax Claim the tax back from the Inland Revenue. These activities are linked locally, nationally and internationally and include, committees, archery, mountaineering, public speaking, sport, Duke of Edinburgh Award Scheme, core training programme, community work, IT, air and sea activities to name but a few. It all began way back in 1907 and is now in all but five countries around the world and is said to be the biggest youth organisation in the world. There have been a few changes over the years but Scouting’s current trend for change has given us a new updated uniform, a new enhanced training programme and an increased age limit to 25 years, all of which are happening as we speak. We should remember though that Scouting is not just about young people. It has a lot to offer adults so whether you are single, unemployed or a house husband or wife, whether you enjoy your job or just want a new and exciting hobby to take part in and the chance to make many new friends, Scouting could be for you. Our 11,500 West Lancashire Scouts are to be found in Blackpool, Chorley, Fylde, Lonsdale, Ormskirk, Preston, South Ribble and Wyre of which approx 8,500 are young people and the rest are adult volunteers. Current major projects include a Snow and Ice trip to Scotland Feb 2002, a celebrity auction organised by the 1st Great Eccleston Scout Group Feb 2002 ( visit www.westlancashirescouts.org.uk for more info and to place a bid) Thailand in 2003, various community projects plus much more. West Lancashire Scouts also have two campsites whose facilities are open to other organisations. Give As You Earn, the leading payroll giving scheme in the UK, enables donors to give direct from their salary or pension tax-free and provides charities with a reliable and long-term source of income. The workshops are aimed at charities of all sizes and will outline how Give As You Earn operates, its benefits to both the charity and the donor, and the key principles to running a successful campaign. Each session will use current charity case studies to illustrate the different methods of donor recruitment and how to monitor and nurture supporters. Colin, a retired bank worker, was commended for his services to the Preston Community after having worked tirelessly as a volunteer with a variety of organisations for more than 30 years. He is currently president of both 2nd Walton-Le-Dale Scout Group and Preston Scout District as well as Chairman of the West Lancashire County Scout’s Council Appointments Committee and the Joint Scout Counties in Lancashire Grants Committee. Colin also acts as Commander of the Lancashire St John Ambulance Brigade and is a Trustee of five organisations including the Cuerden Valley Country Park Trust. (Also the Galloway Trust for a church worker for the poor of Preston, Daniel’s & Houghton’s Trust for the Poor of Preston, Trustee and Treasurer of the Story of Scouting Museum Trust and Trustee and Treasurer of the William Fazackerley Trust providing financial assistance for under-privileged Scouts) These are just a few of the positions he has held over the years, which stem as far back as 1968. In an interview with the Lancashire Evening Post, he said: “The award came as a complete surprise but I am highly delighted and proud to receive it. I am very conscious of the fact that a lot of people who give voluntary service have done a lot of hard work and in many ways, I’m sharing this award with them. There are many unsung heroes in the Voluntary Sector who give their time and often at their own cost to help other people and who will not be recognised for their work. I would like to accept this honour for them and on all their behalves.” In addition to these commitments, Colin has also been a member of the Board of Visitors at Wymott Prison and was Chairman of the Board of Visitors from 1989-1993, a member of the Local Parole Review Committee and Secretary of the Chorley Rotary Club from 1980-1984. Colin was Director of the St John Ambulance in Lancashire from 1993 to 1996 and is currently Commander and has been since 1996. Finally, Colin is an extremely valued member of LCVYS both as a Member of the Board of Directors and as a Financial Consultant to the Finance Action Group. He is also a member of the Lancashire Youth & Community Service Grants Sub Committee. In his spare time, Colin is also a keen ornithologist. On behalf of all our members and the young people you have assisted in the past, WELL DONE! Community Composting ==================== Last year in Lancashire over a quarter of a million tonnes of rubbish was thrown away that could have been composted. This is a huge waste and Lancashire County Council is committed to working with Community Groups and householders to reduce it. Lancashire County Council is now looking for community groups to help establish a network of composting projects across the County. The idea behind these schemes will be to help local groups work with others within the local community to reduce the waste produced in their area. To support this work and help community groups the County Council is setting aside a sum of £60,000 to help establish new composting projects or to expand existing ones. These projects will work with their local community to reduce the amount of waste that is collected by local authorities by providing centralised composting facilities for their local area. To help ensure that community groups are given as much support and guidance as possible a training day is being held to help them with some of the basic skills required in Burnley on Saturday 2nd March 2002. This day will include workshops on finding funding, working with volunteers and managing a project as well as the chance to see the successful Offshoots Community Composting Project in Burnley. If you want to find out more about the training day or Community Composting in general please contact Clare Atkinson, Waste Minimisation Officer on 01772 263829 or email her on clare.atkinson@env.lancscc.gov.uk Preston Nightstop ================= Preston Nightstop is a charity providing ‘one night at a time’ emergency accommodation, to single, young, homeless people (16 – 25) in the homes of volunteers who offer themselves freely. All sorts of people are volunteer hosts for Nightstop. Some are professionals working as teachers, social workers etc, others are currently unemployed or retired. There are single men and women, couples and families. There are as many reasons for a young person being homeless as there are young people and there are as many types of young person as there are reasons for homelessness. Some of the prevalent reasons for them being homeless are eviction, arguments with parents, relationship breakdown, fleeing violence etc. The Charity recognises that Nightstop is a risk and they carefully screen young people before they are accepted onto the scheme. Nightstop is looking for suitable volunteer hosts to enable them to provide this much needed service. They will provide an out of hours on call service if you experience any problems or have any queries while you have a Nightstopper with you. In return you will gain a lot of satisfaction from meeting the young people and providing a place of safety and security for them. Your expenses will be covered and you will receive regular training and the opportunity to attend social events, which will give you an opportunity to meet other hosts. Highlighting charities' management achievements helps to spread good practice throughout the sector, and draws attention to the talent and expertise being brought to bear on voluntary activity in the UK. The awards are decided by an independent panel of judges, all highly respected for their expertise in charities and management. The panel members are drawn from a variety of backgrounds and each brings his or her own experience and views to the judging process. The judges are looking for examples of excellence in charity management which will inspire others, and from which other organisations can learn. Among the factors considered by the panel in choosing award winners are nine hallmarks of excellence. Entry to the Charity Awards is free and nominations are welcome from charities of any size. Safety in Cyberspace ==================== Many youth organisations not only have access to emails and the Internet but also enable and support young people in their use of this technology. Organisations that provide computers etc for young people to use at their premises are advised to develop an internet safety policy and to help young people recognise (in particular) some of the issues (and dangers) in relation to use of chatrooms and other inappropriate websites. Tel/Fax: 0161 273 5122 BBC Appeals =========== The BBC broadcasts appeals: as a public service for those who wish to give to charities; providing authoritative information and guidance about causes which seek their support; to raise money for good causes and encourage the habit of giving; to give charities opportunities to raise public awareness about their work. The BBC’s UK-wide broadcast appeals are made weekly on Sunday mornings on BBC Radio 4 and monthly on BBC Television in the Sunday Lifeline programme on BBC1. The Radio 4 appeal is repeated on Thursday afternoons and, except in special circumstances, there is a repeat of Lifeline during the following week. Local charities working in a single discrete area will be advised on contacting the Appeals Office to apply to their Local Radio station. Applications are considered in competition with others received and a successful application may result in either a radio or a television broadcast. Because there are more radio than television slots it is, of course, more likely that a successful application will result in a radio rather than a television appeal. The Lloyds TSB Foundation is a grant-making Foundation. They give grants to recognised charities mainly to improve the quality of life in local communities. Their income comes from shares they hold in Lloyds TSB Group. They are independent of the Group and 12 Trustees decide what their policies are. They give most of their funds to ten regional budgets which represent the Government's standard statistical regions. They decide these budgets on the basis of population, taking account of deprivation. They give some of their funds to appeals which benefit people across the whole of England and Wales. The Trustees have two grant-making programmes: the Community Programme and the Collaborative Programme. The Trustees are keen to support collaborative work (organisations working together) within the sector and have set aside funds specifically for this purpose.  However, they only support charities which they approach themselves. For advice about local and regional funding, please contact the appropriate regional office. For advice about funding for work which benefits people throughout England and Wales, please contact the national team (020 7204 5001). There is a separate application form for national funding, available either from the national team or from the website. The Foundation gives grants to two main areas through the community programme: Social & Community Needs; Education & Training. The following three areas of Special Interest apply from 2000 - 2002: Family Support; Challenging Disadvantage and Discrimination; Helping to Make the Voluntary Sector More Effective. These will remain for 2003. They will review the specific focus within these headings during 2002, and these may be amended for 2003. They will state in the 2003 Guidelines what their policy will be for Areas of Special Interest for 2004 onwards. Funding is now available to help improve children’s lives in Lancashire, through the Children’s Fund Local Network. The Children’s Fund Local Network has been set up by the Department of Education to help tackle child poverty. It will provide grants for small community projects working with 0—19 year olds The priorities of the Fund are: First time applications Disadvantaged wards Minority ethnic groups Do you need between £250 and £7,000? Are you a small community group in the Lancashire, Blackburn with Darwen or Blackpool areas? Can you organise projects or activities that directly benefit disadvantaged children or young people? SWAP calls for new Community re-paint schemes ============================================= Save Waste and Prosper Ltd (SWAP) and its sister charity Global Balance Trust are calling for voluntary and community sector organisations in England, Scotland, Northern Ireland and Wales to join Phase III of the Community Re>Paint National Network Programme in 2002 from mid February. The Community Re>Paint National Network Programme has secured long term core funding from Biffaward, ICI Dulux and the Community Fund. Voluntary and community groups are being invited to apply for funding under Phase 4 of the four year national expansion programme which intends to set up 90 Community Re>Paint schemes by 2004. Groups interested in joining Phase 4 of the programme, which aims to set up 25 new Community Re>Paint schemes in 2002, are invited to register with SWAP as soon as possible with a deadline for returning application forms of 30 March 2002. Successful applicants will receive a £3,000 capital grant, technical advice and practical support to establish a Community Re>Paint scheme, publicity support, training for staff, 2000 promotional leaflets and a Community Re>Paint Manual. Applicants will have to launch their Community Re>Paint scheme by December 1st 2002 and be able to support it over the long term. Voluntary and community groups can bid for amounts between £50 and £5000. There is £42.000 to be spent in this financial year, with more to follow after 1st April. Groups can apply for funds for activities which Contribute to the regeneration of the area Respond to local needs and priorities Tackle social exclusion Increase community involvement Examples include Providing childcare to allow parents and carers to take part in community group meetings and regeneration activities Buying materials for a community art club or drama society Funding a community festival or sports day Printing a community newsletter Paying for a new group to hire a room to hold a first meeting Buying basic computer equipment and the training to go with it Paying for training programmes for committee members Renovating disused premises or a local playground Helping minority communities to explore their history and culture Funding will not be provided for political or exclusively religious activities, or to organisations with unallocated funds over £10,000. Bryan Lancaster Trusts ====================== One off grants of between £200 - £500 to help with setting up costs rather than running costs, are offered for community and welfare projects. Small and newer charities in the north west are particularly welcome to apply, but applications from individuals, students and large medical charities will not be considered. Trustees meet approximately every 2 months but applications are accepted at any time. For further information or an application form please send a large stamped addressed envelope to: David Butler, 9 Greenside, Kendal, Cumbria, LA9 5DU Community Fund - Revised Application Forms ========================================== In order to facilitate the launch of the revised application pack in April 2002, all packs issued from 12 November 2001 until 15 February 2002 are being stamped with a four month deadline for return. So, the final return date for current packs will be mid June. No packs will be sent out for the remainder of February and all of March. Their Application Pack Request Line (RMS) will keep a note of any requests for application packs, during this time. New packs for Main Grants and Grants for projects up to £60K will be issued from the beginning of April. Community Fund’s Electronic Application Form (EAF) is due to be launched in April 2002. This will be in CD-ROM format and also on their website. Before this happens potential customers are needed to test the new form before it is launched next year. That’s where you come in! Volunteers wanted! If you have a project in mind and are willing to test out the CD-ROM software to submit your application to Community Fund, please ring the Enquiries Line on 0113 224 5301. The CD-ROM should be available to test, from the end of January 2002. Your completed application form would need to Christine Wan at the Community Fund sent back to by mid March 2002. Community Fund Applications - The Video ======================================= The Community Fund has commissioned a television programme about applying for its lottery money. The programme is aimed at charities, voluntary and community groups to help them understand its application process. Produced by the Media Trust, the programme runs for half an hour. It includes groups from across the UK discussing their applications. Community Fund grants officers and helper organisations give advice on making a good application. The programme has been broadcast by the BBC and a copy of the video can be obtained by calling the Enquiries Line on 020 7747 5299 or by contacting local Community Fund offices. Details of these are available on our website at: www.community-fund.org.uk DrugScope Millennium Awards £1 million available ================================================ DrugScope is the UK’s leading centre of expertise on drugs. Their aim is to inform policy and reduce drug-related risk. They provide quality information, promote effective responses to drug taking, undertake research at local, national and international level, advise on policy-making, encourage informed debate and speak for our member bodies working on the ground. DrugScope has £1 million to give out in grants to individuals and small groups who want to do something about drugs in their local community. Awards of between £1000 and £3500 will be granted to individuals and small groups who will undertake a range of local activities including piloting drug prevention initiatives, establishing community action and support groups or developing materials. The scheme is open to anyone aged over 16, however they are interested in initiatives that will target young people, parents, tenants and concerned local residents, minority ethnic groups, ex-drug users and ex-offenders. The scheme is due to be launched nationally in February 2002. An official national launch event is planned for early March. Details are currently being finalised and will be released shortly. Applications for Round 4 will be accepted from 26 January 2002 from the whole of England. The first deadline for England wide applications is 19 April 2002. 250 awards are due to be made in the year from February 2002, with a further 200 on offer from March 2003. Residents of the most deprived areas in England and Wales could be leading efforts to inspire their neighbours and others to get involved in voluntary activity under the Active Community Unit (ACU) Development Fund. Voluntary and community organisations can bid for up to £50,000 to recruit and train someone who will inspire local people to get involved in voluntary activity that tackles social exclusion. £4.5 million is available for each of the next three years and projects will be able to apply for money for three years. Priority will be given to those that aim to recruit people from within the target community. £4.5million per year is available over the next three years to support around 90 projects in the most deprived areas in England. They want voluntary groups to develop ideas and initiatives for getting people involved in their own communities. It may be that there is a project that is already working in the community which knows the problems and what needs to be done but does not have the staffing or money to provide the service needed. With this money, someone from within the community could be recruited full time to develop the work and encourage others in the community to help.
