Most significantly for youth services, Stephen Twigg has replaced Ivan Lewis as Minister for Young People and Learning. Enfield MP Stephen Twigg has notable ‘youth’ credentials as a former chair of the all party group on youth affairs and an Honorary President of the British Youth Council. He takes up responsibilities that include Connexions Service, Youth Service, Children and Young People’s Unit and Children’s Fund, Volunteering, summer activities, 14 - 19 learning, and work with young people at risk. Recruitment to Learning & Skills Council Top Jobs ================================================= The LSC has announced the appointment of Caroline Neville as its new Director of Policy and Development. Rob Wye, who has been acting as Interim Director since February, is to return to his post as Executive Director at LSC Northamptonshire. For the last 9 years, Caroline Neville has been principal of Norwich City College, a college of further and higher education and is the former principal of Lowestoft College. Meanwhile vacancies have arisen for Executive Directors in 2 of the 47 local arms of the LSC: Lincolnshire and Rutland - Marilyn Hawkins is returning to FE to head Barnet College Wiltshire and Swindon - Gary Williams has announced his departure to the private sector. Focus on: HAPPA =============== HAPPA the Horses and Ponies Protection Association has been in existence since 1937 when it was set up by volunteers to help to stop cruelty and neglect of equines. That horses, ponies and donkeys to you and me! The Charity has grown over the years with over 7,000 members, almost half of these being under 25 and hundreds more supporters. Currently it has 2 Centres used for the rescue and rehabilitation of these most gentle of creatures. Due to the huge workload our Centre at Shores Hey in Burnley has a paid staff of 10 but in addition to this volunteers work in a variety of ways from helping to muck out the stables in the winter to fundraising for specific items of necessary equipment and generally working as part of the team to make sure the animals in our care are looked after properly. Shores Hey Centre has over the years introduced many young people to the joy of horses through work experience, long term placements or as part of the adoption scheme which allows young people the opportunity to `Adopt` a horse or pony and spent time with it at the Centre brushing and grooming. At the moment there are approximately 150 equines living at our Centres in Monmouthshire and in Burnley. Many of these will follow their predecessors and once they have been brought back to full health they will be `loaned` out to kind and loving people who can give them the right sort of care and attention they need. Sadly more will follow in their footsteps into the Centres due to cruelty, neglect or often just ignorance. One of the ideals of Happa is to encourage the education of the public at large about the care of equines and this is done through visits to schools, youth centres and through encouraging people, particularly young people to visit the Centres and be around the animals. So if you are looking for a project for part of a Duke of Edinburgh Award, fancy a career in horses or just like the idea of helping out please come and have a look at us. Youth Work Trainees Required ============================ The Diocese of Lancaster Services to Young People currently has three vacancies for Youth Work trainees or recently qualified individuals for September 2002. Though challenging, the posts offer a fantastic experience for individuals aged between 20 to 25 years who are interested in personal and community development within a Christian context, or simply keen to spend a year working for the Church before joining the ‘rat race’. Applications will be considered from recently qualified teachers and youth workers as well as individuals with interest and experience of people related work yet no formal qualifications. Support, supervision and training will be provided for all successful candidates according to their individual needs. The three posts are all short term, one will be a two year appointment, but the others will be offered initially for one year, but with the possibility of being extended for a second year too. The workers will be catalysts who help bridge gaps across the generations and between local Catholic high schools and the communities they exist to serve. They will therefore have an important role in developing relationships with young people and local adults and finding practical ways of engaging their purposeful activity together. This exercise, which was performed with Lancashire County Council Youth & Community Service distributed 3000 survey forms as far and as wide as possible. A total of 308 forms were returned and managed to give us an insight into the work that our sector covers and an estimate of the number of young people that benefit from our (your) services. More and more these days, funding is targeted at organisations who can demonstrate effectively how many people benefit directly from their services and although the results gathered are fairly impressive, they only represent the 10% of organisations who managed to send a form back to us. The plan is to carry out this process again this year and I would strongly encourage those people who did not manage to make a return last year to do their very best to complete one this year. This data is essential to the development of our sector and one of the reasons that we can play a central part of the likes of ConneXions and the Children’s Fund is that we can demonstrate the numbers that we serve and the actual amount of good work that you do out there with young people. To those of you who did make a return, please accept our grateful thanks. We appreciate the efforts involved and we can assure you that this is not one of those surveys that is carried out, filed away and forgotten about. The raw data has been used to demonstrate numbers in a number of areas and good work and practise has been taken out of the forms for dissemination to others. Thanks again. If so, The Prince’s Trust Volunteers Programme could be an excellent way for them to get a better start in their career. This programme gives a group of 16-25 year olds a 12 week personal development programme and training on a whole host of useful topics and includes a decent social programme too. Lancashire Fire & Rescue Service have programmes about to start in South Ribble on the 16th September and in Preston on the 27th August and the 12 week programme operates from 9-5 Monday to Friday. The Queen’s Golden Jubilee Award Office 85 Buckingham Gate London, SW1E 6PD Charities fail to reap rewards from websites ============================================ Charities are not making enough money from their websites to cover their set up costs, according to research by Henley Management College. A survey by the centre for voluntary sector management at the college found that while the average cost of setting up a website was £3,950, the average income was only £1,250. On average, a charity would have to wait three years to break even on its website investment, it revealed. (Editor's Note, the LCVYS website cost under £100 to set up!) According to the research, this is because most charities set up websites to inform people about their work and raise awareness of their organisation, not to raise funds. Only half the charities surveyed were found to use their site as a means of raising funds. The most successful sites in terms of generating income proved to be those which offered an online donation system and those with corporate links. Interestingly, the research also found that employing an external agency to set up the website as opposed to doing it in house made no difference to income. The report, entitled Nonprofit use of Internet Communications was based on a sample of postal responses from communications directors at the top 500 fundraising charities in the UK. The centre concluded: “The greater the amount spent on development, the greater the amount that is likely to be raised.” Gifts in Kind ============= This is a service available to charities whereby they can buy merchandise at reduced prices. Successful LIF bids by Member Organisations =========================================== Following the recent announcement by the Lancashire Learning and Skills Council of the outcomes of their second Local Initiatives Fund programme, our congratulations are extended to the following member Organisations, all of whom submitted successful bids: - Blackpool Youth Service, in partnership with Revoe Community Association and Blackpool Boys and Girls Club £19,155 to engage hard to help young people aged 16-18 to develop their ICT and social skills which enable them to access the local employment and training opportunities. The Prince's Trust, in partnership with Lancashire Fire and Rescue Service £51,944 to build the capacity of The Prince's Trust Volunteers Programme to expand their 12-week full time personal development programme into Burnley. The project will work to improve and fill any gaps in the local training provision, targeting those hard to reach young people and encouraging economic and social inclusion. The project will provide funding to support key start up and development elements in the programme. Preston YMCA £25,000 to provide sustained holistic support to socially and economically excluded young people, many of whom are homeless or at risk of becoming homeless, to access suitable accommodation, live independently, develop confidence, learn new skills, engage positively with the community and in due course, return to education, training and employment. Youth Works Rossendale (currently applying for membership), in partnership with Lancashire County Council Youth and Community Service, Lancashire Youth Offending Teams and Lancashire Probation Service £106,168 to provide a facility and activities within Rossendale that offers the opportunity for disaffected young people to build esteem and awareness of options for work and leisure. Personal and social development activities will be delivered to improve motivation and self-esteem and contribute towards developing those skills that enable the young person to make informed choices and take control of their future. The skills development activities delivered by this project will increase awareness of the environment and the community and build skills that improve confidence and provide work experience and taster sessions. Lancashire Youth Association in partnership with voluntary organisations £100,000 to target volunteers of 18+ and develop interpersonal and practical skills with a view to supporting young people and their families who may be at risk of criminality. Thus, the skills will be focused around issues of community responsibility etc. Blackburn with Darwen Youth Service in partnership with Schools, Health Professionals and Brook Advisory Centres £27,500 to employ a qualified Youth Worker who is a specialist in work with young boys and young men to develop a curriculum which explores issues such as masculinity, relationships, health issues, the role of men in society, personal development and self esteem. The target group is essentially under achieving, disaffected white young men aged 15 - 20 years that live on large housing estates. This highly interactive website offers information, advice and counselling on a broad range of issues that are important to this age group. The service allows young people to access information and advice on their own terms and for the first time ever in this country, allows them to talk directly in real time with an online counsellor. The site has been developed by the NSPCC’s Children’s Services and Information Services staff over a two year period with help, advice and financial support from Microsoft. The NSPCC also sought help from a number of other organisations that work with children and young people in offering help and advice. These include Childline, Brook Advisory, Youth Access, Cruse, DrugScope and the Terrence Higgins Trust. The service complements other initiatives that are being developed with the aim of improving access to services and offering children someone to turn to. To find out more go to ConneXions Service Listening to Young People ============================================ The DfES has launched a series of guides outlining how Connexions partnerships can further involve young people in the development of their services. According to a DfES announcement, young people have been involved in the design, delivery and evaluation of the Connexions service. These range from developing and designing one-stop shops and Youth Charters to producing Connexions promotional videos, and having a say in the recruitment of Personal Advisers. The involvement of young people within the Connexions service is part of a wider government commitment to encourage young people to contribute to the development of policy and this is reflected in the DfES’s ‘Listening to Learn’ action plan published in June. The two new guides are the Connexions Youth Charter Guidance and the Guidance on Involving Young People in the Governance of Connexions as Decision Makers. In addition, the report, Connexions - Putting Young People First documents the successes of young people’s involvement during the first year of Connexions. The National Recycling Awards 2002 ================================== Record entry levels are expected for this year's National Recycling Awards, which feature a new category - best reprocessing initiative, to be sponsored by Shanks - and the introduction of two other new sponsors - Valpak, who will sponsor the best waste minimisation project and Shotton Paper, sponsors of best community project. The Awards will be presented on Tuesday, 5 November at a gala dinner, to be held at the Cardiff International Arena, alongside the annual LARAC (Local Authority Recycling Advisory Committee) conference. ConneXions Development Fund Grants ================================== ConneXions is the new support service for all young people aged 13 to 19 in England. The service is based on 8 key principles: Raising aspirations Meeting individual need Taking account of the views of young people Inclusion Partnership Community involvement & neighbourhood renewal Extending opportunity & equality of opportunity Evidence based practise The development fund of £345,000 is available to “small, informal community groups” in grants up to a normal maximum of £10,000 although grants of up to £15,000 would be considered where justified to meet local need. That means that small Groups working locally (The vast majority of the “Lolly” readership) are eligible to apply whereas larger organisations should watch this space for future information on Sub-contracting. i.e. the “5th anywhere Scout Group” could apply but the “Anywhere Scout County” could not. Grants are available across the whole of geographic Lancashire including the two unitary authorities of Blackpool and Blackburn with Darwen. All applications are welcomed for activities & projects as long as they support 13 to 19 year olds through the above 8 principles. However, priority will be given to those applications which are laid out below. This does not mean that if your idea does not specifically hit those targets you should be dissuaded from applying, far from it. It is anticipated that, certainly in this very first wave, there may be a lack of applications so if you have a good idea, apply for it NOW before it is too late. Don’t delay, the timescale for applications is extremely tight, see below for details ! Closing date 13th September 2002 What can we apply for? Well, anything that supports the 8 key connexions principles although you may have a better chance of success if you also satisfy one or more of the LMC priorities. Who can apply? The fund is aimed at “Small, local, voluntary groups” so large organisations cannot apply but their smaller groups may. Can we apply for a project that includes salaries? Yes you can although there is no guarantee that the funding will be continued. When is the funding for? This round is for grants to be made from the 1st October 2002 and can last until the end of March 2003. What if I miss the September 13th deadline? It all depends upon the number of applications. If there is still money remaining, there may be a 2nd bidding round after September but this cannot be guaranteed. Why is the deadline so tight? ConneXions Lancashire only went live on the 1st April 2002 and instead of putting the grants off until next year took the decision to go ahead although it was evident from the start that timescales would be tight. Is there a plan to continue the process in the future? Although not guaranteed, the plan is presently to have a similar process next year (with a rolling programme) with a possible total fund of £500,000 There is a space on the form to specify if you would want to be considered for funding next year to help with planning for the future. Who set the local priorities? These were set by the ConneXions local management committees. If you feel there are other local needs, you should make your LMC aware of them. Do we have to be a registered Charity? No I’ve never applied for funding before, what do I do? Don’t panic, the forms are easy and there are sources of help available to you, including the LCVYS funding desk. Can I apply on-line? No, but you can download the forms from to complete & return. Why is LCVYS so into ConneXions? Where have you been for the last 12 months? LCVYS is an 11% owner of the ConneXions company ensuring that the voluntary sector voice is heard at all levels. Local Management Committee Priorities Blackpool Priority 1: To provide personal development opportunities that will support young people’s progress into learning. Priority groups are: Transient young people Permanent/temporary exclusions Young people with learning difficulties Young offenders Teenage parents Young people with substance misuse issues Young people with mental health issues Looked after young people. Other groups of young people will also be considered. Priority 2: To provide community based events for young people to raise awareness of Connexions and learning and personal development opportunities. The provision of a fund to provide incentives to encourage young people to attend the events can be included as a part of the bid. Blackburn with Darwen Priority 1: To develop approaches to identify young people who have been out of contact with agencies for some time and to ensure effective referral mechanisms to Personal Advisors. Priority groups are: Minority ethnic communities Young people with learning disabilities Non-school attendees Homeless young people Young people in public care Young parents Young people who have substance misuse issues Young people who are long-term unemployed Young people with mental health issues Looked after young people Other groups of young people will also be considered. Priority 2: Activities to enable young women from Asian communities to effectively contribute to Connexions and facilitate their input into the development of appropriate and sensitive working arrangements involving parents as relevant. Priority 3: Action research to clearly identify barriers faced by gay, lesbian and bisexual young people and make recommendations to develop appropriate service provision. Lancashire County (Including Burnley, Chorley, Fylde, Hyndburn, Lancaster, Pendle, Preston, Ribble Valley, Rossendale, South Ribble, West Lancashire & Wyre) Priority 1: To provide personal development activities, which demonstrate innovative ways of engaging young people and support them to progress into learning opportunities. All groups working with young people aged 13 to 19 may apply but priority will be given to those working with the following key target groups: Minority ethnic communities Young people with learning disabilities Non-school attendees Homeless young people Young people in public care Young parents Young people who have substance misuse issues Young offenders Young people who are long-term unemployed Priority 2: To provide counselling services, which help young people to address personal barriers and enable referrals of individual young people identified by Personal Advisers and other ConneXions partners. After a review at the end of 2001 the Trustees have decided that their new objective is to support work aimed at bringing marginalised young people into the mainstream of UK life. The appropriately named Transforming Lives programme will support small to medium sized organisations across the UK that work with targeted priority groups and have imaginative ideas for engaging young people in community life. Funding is now available to help improve children’s lives in Lancashire, through the Children’s Fund Local Network. The Children’s Fund Local Network has been set up by the Department of Education to help tackle child poverty. It will provide grants for small community projects working with 0-19 year olds. The four main themes are: Aspirations and experiences Economic disadvantage Isolation and access Children’s voices The priorities of the Fund are: First time applications Disadvantaged wards Minority ethnic groups Do you need between £250 and £7,000? Are you a small community group in the Lancashire, Blackburn with Darwen or Blackpool areas? Can you organise projects or activities that directly benefit disadvantaged children or young people? The Fund is managed in Lancashire by Community Futures and the next deadline for applications is Friday 6th September 2002 for a panel meeting on Monday 16th September 2002. New Scheme for Lottery Distribution =================================== Under scheme entitled "Joint Pot Awards for All" five lottery distribution bodies will pool together £40m that they apportion for grants of up to £5,000. Ford of Britain Trust ===================== Grants £100 - £5000 to projects concerned with education, children, disabled people and youth activities that provide clear benefits to local communities. Ernest Cook Trust Educational Grants ==================================== Ernest Cook Trustees make grants for educational purposes to organisations which are themselves charitable or not-for-profit. In very exceptional and rare cases grants are made to individuals. Building work and overseas travel are not supported. The Trustees believe that small grants are often as beneficial as large grants and there is therefore no minimum or maximum grant size. Single grants are normally awarded but in exceptional circumstances grants up to a maximum of three years are considered. The Trustees do not confine themselves to, but have chosen to concentrate their assistance on the educational aspects of:- conservation and the rural environment; the arts, crafts and architecture; the encouragement, through education, of young people; research devoted to these main areas of work. The Trustees consider most grant applications at meetings in March and October, having a further mechanism for the making of grants smaller than £3,000 at more frequent intervals. Applications for the two main meetings must be finalised by 31st January and 31st August. There is no application form but applicants are asked to focus their request on a specific educational need and to present clear and concise proposals on a maximum of four sides of A4 paper. Paul Hamlyn Foundation: Small Grants Programme =============================================== The Foundation's overriding concern is to address issues of inequality and disadvantage, particularly in relation to young people. Support concentrated on projects in the UK which address these issues through arts and education. Awards up to £5,000 in support of local schemes and initiatives. Applications should be for specific projects and should represent the major part of funding required. Applications considered on monthly basis.
