It is largely through the benefits of this funding that LCVYS has been able to expand, increase its profile and offer many services to voluntary youth organisations in Lancashire that had been inconceivable 6 years ago. Following an anxious period whilst seeking replacement funding, LCVYS is now confident it will be able to carry forward into the coming financial year its task of providing information, advice, guidance and training to voluntary youth organisations in Lancashire. However, there may need to be some adjustment to subsidies for training as it is proving difficult to replace the fund for subsidising training in the same straightforward way that has been enjoyed since the programme came into being. Please look out for further details on the training pages of this and future editions of the LOLLY and bear with us as changes to the system begin to take place. The Board of Directors is concerned that LCVYS should produce a Strategy outlining the way forward in the following 2 or 3 years. To this end, it is intended to form a Working Group to produce the document. Offers from any of our member organisations to serve on this group will be welcomed, as will any ideas of services your organisation would find beneficial to have included. Comments on Government initiatives relating to Transforming Youth Work, Positive Activities for Young People and the Green Paper, Every Child Matters, will be particularly welcome. If you would be willing to help in any way, please ring Ian on 01772 250001 or email to ian@lcvys.org.uk LCVYS is currently working on a response to the Learning and Skills Council Consultation Document, Working Together – comments to include will be most acceptable. The closing date for submitting a response is 23 March – comments to Ian at LCVYS by 19 March please. The document can be found on the LSC web site – www.lsc.gov.uk go to documents then current consultations. At present, most of these sites are being managed locally by Scout Counties including Great Tower which has been managed successfully since 1986 by West Lancashire Scouts. To provide the capital investment that is required to bring sites up to “Centre of Excellence” standards, the majority of the sites are being sold or leased at commercial rates. Three centres have been identified as potential centres of excellence, Downe which is near Biggin Hill, Youlbury near Oxford and Great Tower in the Lake District National Park. It is possible that one or more further sites may be purchased in the future to provide a facility where there currently is a lack of supply. All the sites have been chosen for their potential rather than their history and some of the sites which have not been chosen may well still continue to operate for the future. For those of us in Lancashire who can access Great Tower and its water activities centre at Moor Crag, this is excellent news and promises to provide even better facilities and experiences for our young people for the future. Further details at www.greattower.org.uk and www.moorcrag.org.uk COUNCIL OF EUROPE AWARD “YOUNG ACTIVE CITIZENS” 2004 “Participation of young people in the prevention and fight against violence in everyday life” For the 3rd year running, the Council of Europe organises the “Young Active Citizens” Award, promoting active participation of young people in society.
