CHILDREN’S COMMISSIONER The Government has announced that Professor Al Aynsley-Green has been appointed as England's first Children's Commissioner. Al Aynsley-Green is currently National Clinical Director for Children (DH). He is also Nuffield Professor of Child Health at Great Ormond Street Hospital for Children and at the Institute of Child Health, University College London. He will act as an independent voice for children and young people, to champion their interests and bring their concerns and views to the national arena. It is run and funded by the Co-operative Group and is non competitive and not for profit. Each year we show 100 films made by under 21s on the big screen. This year the festival will take place on 14th and 15th October 2005 at the National Museum of Photography, Film and Television in Bradford. Running alongside the screenings will be a whole host of events and masterclasses designed to inspire and educate. Deadline for entries is 27 June 2005 and films must be under 6 minutes long and submitted on VHS or DVD. We are particularly eager to encourage schools and youth groups to enter. 9 films from the festival were shown on national TV last year. The adult minimum wage will be increased from £4.85 to £5.05 in October 2005 - in line with average earnings - with an additional 6% increase to £5.35 in October 2006. The Government has also agreed that: * the youth rate, which applies to 18-21 year olds, should rise to £4.25 in October 2005 and £4.45 in October 2006 * the Commission should review the operation of the 16-17 year old rate and report in 2006 * it will keep the issue of whether to put 21 year old workers onto the adult rate under Review. CHORLEY ADVENTURE YOUTH CLUB Congratulations to Chorley Adventure Youth Club on receiving a grant of £7,000 from the Local Network Fund to enable their white water kayak project to get into the water. It is the second largest grant in the history of the club. They have also received word that a further £700 is on its way from the Shepherd Street Trust in Preston and £500 from the Bowland Charitable Trust received at the end of last year means they will be in a perfect position for getting the white water kayaking activities off the ground. LAUNCH OF LANCASHIRE’S BIGGEST EVER SKILLS FESTIVAL Lancashire’s biggest-ever skills festival is being launched this week by the Learning and Skills Council (LSC) in Lancashire. exp05 will be held at the Exhibition Centre at Myerscough College in October, following the outstanding success of exp04. Over 5,000 young people from 51 schools across Lancashire attended exp04, with a massive 82 percent of pupils saying that it had influenced their future career choice. exp05 will be bigger and better, running for three days instead of two, because of the anticipated high demand for places. The festival will be a hands-on, interactive event, where young people can experience everything from mechanics to medicine, catering to computing. It’s fun and informative, with pupils encouraged to ask questions and have a go. Steve Palmer, executive director of the LSC in Lancashire, said, “After the success of last year’s festival, we have committed to holding this event every other year. Both years 10 and 11 are invited, so that no year group will miss out. However, I would urge schools to book on quickly for what promises to be the event of the year, and an invaluable resource for young people. “Early exposure to skills and what is actually involved in different jobs is essential if young people are to choose the right career path for them – exp05 will meet this need.” There will be ten zones, covering Business and IT; Construction; Creative and Media; Engineering and Automotive; Health and Social Care; Hospitality, Catering, Customer Care and Tourism; Information, Advice and Guidance; Public Services; Retail; and Rural, Land-based and Sport. exp05 will take place on 18, 19 and 20 October. Fraudsters obtain charities' bank account details from GiftAid forms and use this information to set up standing orders, taking funds away from charities and into the accounts of thieves. The Commission today urges charities to check bank statements thoroughly for rogue payments and to consider deposit-only accounts for charitable donations. Sign, the National Society for Mental Health and Deafness, uncovered the scam when it spotted two new standing orders adding up to hundreds of pounds set up on the charity's account. It immediately contacted its bank and stopped the standing orders before any money was lost. Steve Powell, Chief Executive at Sign, said: "It's a sad fact of modern times that charities have to constantly fight against clever con artists. We all have a duty to be aware of the forms these scams can take and to take steps to protect charitable funds." Andrew Hind, Chief Executive at the Commission, said: "This is a particularly worrying scam because it requires no contact with the charity. In turn, this leaves charities with no opportunity to become suspicious. We urge charities to consider deposit-only accounts for charitable donations and to contact its bank if unsure about any standing orders." LANCASHIRE HOTSPOT Lancashire Hotspot is a new Internet service that provides free web space and training to community groups across Lancashire. The service will aim to provide an Internet gateway to all aspects of Lancashire life and will enable community groups to have an effective well published Internet presence with assistance towards having their own web address. As well as free web space the site will have a range of other free services including email accounts, message boards, design and publishing tools and online forms. The new Director of the ACD, Jitinder Kohli has also been joined by two new heads of unit, Andrew Morley and Richard Harries, following the directorate’s restructure in accordance with government public service agreement (PSA) targets on service delivery and volunteering. The VCGU, headed by Richard Harries, was formed from the old ACU Community Participation and Awards Honours teams and its creation marks a renewed interest in ways to support citizens to give either their time or money to make life better in their community and beyond. The unit will also take on responsibilities for philanthropy and charitable giving, formerly looked after by the CU. The ACU, headed by Andrew Morley, will be supporting the development of a healthy voluntary and community sector (VCS), with a particular emphasis on encouraging the delivery of more public services through the sector. The CU, has remained the same and continues to be headed by Richard Weatherill. The unit has responsibility for developing the legal and regulatory framework for charities, taking forward the recommendations from the Prime Minister’s Strategy Unit. The unit’s key focus is on the Charities Bill and driving through new legislation for the VCS. NEW PROGRAMME The Government has announced a new programme to promote social inclusion in rural areas through the use of social and community enterprise. Known as the Sustainable Funding for Rural Social Exclusion Programme, £1.5 million will be available between now and March 2006 to support approximately 100 different projects in the East Midlands, North East, North West and the South West of England. The Programme will support two main types of projects: Projects submitted by community and voluntary organisations or parish councils wishing to develop enterprise-based approaches to improve the financial sustainability of their activities. Projects submitted by groups of people in rural areas wishing to establish or develop a social enterprise which will contribute to the alleviation of social exclusion. www.defra.gov.uk/news/2004/041129b.htm COMMUNITY TREES FUND 2005 Thanks to the generosity of several anonymous donors, the Tree Council has funds available to assist community groups proposing to undertake well-planned tree planting projects starting in 2005 in National Tree Week, 23 November to 4 December. The Tree Council is particularly concerned that the projects should actively engage children in the planting of the trees. This could be formal groups, such as cubs, guides or youth clubs; alternatively it could be a community team assembled for the purpose of the project. The Community Trees Fund is open to projects where tree planting costs are between £100 and £700. Any applications where the £700 limit is exceeded will automatically be discounted, even if funds are available from another source to cover the excess. If the cost of the planned project is likely to exceed the £700 limit, they suggest that a specific section of the project is separated out to stand alone and that a funding application is made for that part. Satisfactory evidence that you are able to meet 25% of the funds needed to carry out your complete tree planting project must be provided. There is no advantage to be gained by submitting an application before you are able to assure us that the necessary funding is available, as all satisfactorily completed applications received will be considered together immediately after the closing date of 31st May 2005. Funding is available to help improve children’s lives in Lancashire, through the Children’s Fund Local Network. The Children’s Fund Local Network has been set up by the Department of Education to help tackle child poverty. AWARDS FOR ALL - LATEST NEWS The current Awards for All programme with its £5000 upper limit was due to end in March 2005. The increase of the upper limit of the Awards for All England grant limit to £10,000, expected to commence in April 2005 has been postponed. Details of the new programme will be announced shortly and posted on the website. The turnaround time for applications once they have a complete form is now between 6 and 8 weeks. Groups who only need up to £5000 for their project are advised to apply now, rather than wait until the upper limit is raised. It is available at the LCVYS office to all member organisations during office hours. To arrange a convenient time contact the office on 01772 250001 or email enquiries@lcvys.org.uk Also available - access to: the internet; colour laser printer; mono duplex printer; photocopier and fundraising resources - software, manuals, cd roms etc. YEAR OF THE VOLUNTEER 2005 SMALL GRANTS PROGRAMME Volunteering England, in partnership with BitC, The Media Trust, TimeBank and Youth Action Network, Youthnet, are distributing small grants in order to enable and encourage more people to participate in the Year by taking action to address the needs of their own communities. 2005 small grants aim to support local people to put their own ideas into action. The funding for small grants has been made available by the Home Office as part of the Year of the Volunteer 2005 initiative. We want to fund activities that are conceived, owned and delivered by individuals or groups of individuals. 2005 small grants are intended to support: Individual people or informal groups of people (e.g. a group of work colleagues) to deliver an activity which will meet the needs of their local community, Formal groups of people (e.g. self-help groups; parents groups; residents groups etc) to work together to deliver activities or projects which meet their needs and the needs of their local communities, Not-for-profit organisations (e.g. schools, registered charities, community development organisations) to work with local people and/or service users to help them put their own ideas into action. All activities should: be owned, managed and delivered by local people and must aim to involve other local people in its delivery to benefit the local community. Size of grants Grants of £500 - £1,500 will be available to individual people or informal groups of people (e.g.: a group of work colleagues) to organise a project or activity in their area which will make a difference to their community Grants of £1,000 - £4,000 will be available to formal groups and societies (e.g.: parent’s groups) and not-for-profit organisations (e.g.: registered charities; schools) to support individual people to organize their own project or activity Grants of up to £6,000 are available to consortia of groups or organisations that want to work in partnership with each other to support individual people to organise their own project or activity All activities funded by a 2005 small grant must aim to involve new people in the planning and delivery of the activity. Examples of what we won’t fund: Existing work recognised volunteering or community development schemes (e.g.: TimeBanks, Green Gyms), Activities that only involve local people as service users or beneficiaries as opposed to activities which support local people to be the owners, implementers and developers of their own projects and activities, Any fundraising activities or events (e.g.: a summer fair which aims to raise funds for a local school), Celebration parties or events for existing volunteers or group members, General publicity or promotional activities which aim to recruit new volunteers or group members contributions to individual’s studies, business, or overseas volunteering schemes. YAPP CHARITABLE TRUST The Yapp Charitable Trust makes grants to small charities to sustain their existing work with: Elderly people, Children and young people aged 5 – 25, People with disabilities or mental health problems, People trying to overcome life-limiting problems of a social, rather than medical, origin such as addiction, relationship difficulties, abuse, a history of offending, Education and learning, (including lifelong learning) The Yapp Charitable Trust has now announced that the last closing date for charities in Scotland and Northern Ireland to apply to the Trust will be from May 2005. After this date, the Trust will focus its grant making on England and Wales. www.yappcharitabletrust.org.uk/ CHARLES HAYWARD FOUNDATION The Charles Hayward Foundation makes grants of up to £20,000 to charitable organisations throughout the UK. The Foundation supports a wide range of community and social welfare initiatives, including, helping young people at risk, support for those with physical and learning disabilities, improving the local environment, victim support services and the rehabilitation of offenders, the elderly and the provision of community facilities such as community centres and village halls. Applications can be made at any time. www.charleshaywardfoundation.org.uk/ CHILDREN IN NEED DEADLINE CLOSE Charities, self-help groups and voluntary organisations working with disadvantaged children and young people living in the UK are able to apply for funding under the Children in Need initiative. The initiative is looking to fund organisations that help children and young people suffering from illness, distress, abuse or neglect, any kind of disability, behavioural or psychological problems and/or living in poverty or situations of deprivation. The application should demonstrate how your project will change the lives of children for the better. The next deadline is the 30 March 2005. www.bbc.co.uk/pudsey/grants/ CHANGES AT CARNEGIE UK TRUST The Carnegie UK Trust, one of the largest independent grant giving foundations has announced that it will stop making grants to the Voluntary sector as of March 2005. This is part of a shift in the Trust’s policy to move away from short term “reactive” grant making and towards the funding of action research orientated activities of national importance that will have a more long term and sustainable impact upon statutory and non-governmental services. www.carnegieuktrust.org.uk/news_and_events/young_people YOUTH MUSIC FOR ENGLAND Due to the increasing number of requests for funding, the closing dates for applications in 2005 have been revised. The number of applications for funding through the Open Programmes has been rising, with demand increasingly exceeding the funds available. Therefore the application process will inevitably become more competitive than it has been in the past. Current Open Programmes (Music Maker, Singing Challenge, First Steps and Plug Into Music), will close for funding on March 31 2005 with the new Open Programmes beginning on July 1 2005. Full Open Programmes Schedule: March 31 2005 - Closing date for current Open Programmes and announcement of broad structure of new Open Programmes. April 29 2005 - Announcement of detailed information on new Open Programmes. June 30 2005 - Last set of old Programme proposals assessed. July 1, 2005 - New Open Programmes open for business. October 1 2005 - First new Open Programme proposals assessed. Youth Music has 4 funding programmes open for application. Grants of between £1,000 and £20,000 are available to non-profit making organisations to work with children and young people over a period of 3 to 18 months. Currently the 4 Open Programmes are: First Steps - Developing 0-5 year olds through music, with training for parents and carers. Music Maker - Music-making in any style or genre for 5-18 year olds, or up to 25 year olds with special needs. Plug into Music - Developing music technology skills for 5-18 year olds. Singing Challenge - Encouraging new and exciting ways of singing for 5-18 year olds. It is aimed at helping disadvantaged people overcome some of the barriers they face in moving towards opportunities in employment, education, training and volunteering. Projects must help individuals or groups who are not in paid work, develop their capacity and the skills they need to move towards voluntary work, paid work or training. If you are a local charity, voluntary organisation, not for profit organisation or social enterprise group, you may be able to apply. Grants are between £1,000 and £6,000. Grants for up to £1,000 are available for smaller projects. Organisations cannot hold more than one Lancashire’s Grants for Growth at any one time and may only have one grant in a twelve month period.
