These completed forms tell the Youth and Community Service and Connexions Lancashire Ltd. and, ultimately, central Government, of the extent of voluntary work being done with young people in the County and prove the case for continuing to fund and support that work.  Don't let your good work go un-noticed by being too busy doing that work to let others know it's being done!  For those more at home with a keyboard there is an electronic copy of the form which can be completed on our web site www.lcvys.org.uk NEW ADDITIONS CHRIS CREELMAN - CHAIRMAN As of 24th September 2003 Mr Chris Creelman was elected the LCVYS Chair. Chris is a Director of Pendle Action for the Community, Team Leader of Pendle for Romania which involves taking aid and giving support to children’s homes and institutions. He is also County Commissioner for East Lancashire Scouts and a member of the National Committee of the Council - Programme and Development Sub Committee and Development Grants Board. Chris is married with a daughter. Of LCVYS he says: “LCVYS has a representation second to none in the Voluntary Sector and is an excellent voice for the voluntary organisations of Lancashire. Government initiatives in the pipeline mean that organisations such as ours have a major role to play in the development of services for our young people”. PETE BEESLEY - LINX WORKER Many of you will recognise the name as being the person responsible for setting up the LCVYS Proficiency Coordination Project that has served the voluntary youth service in Lancashire so well over the last 5 and a half years. Since leaving LCVYS in early 2001 I have worked for the National Council for Voluntary Youth Services as a regional development officer covering the 3 regions in the north (NW, NW and YH). So here I am back again, doing what? With a job title of LINX Worker, my brief is to assist in linking and informing the Voluntary Youth Sector with (Connexions) Personal and Connexions Advisors about each other. This role will include presentations to Connexions staff as well as voluntary youth organisations and the production of a resource, the format of which has yet to be finalised, detailing what the provision is and where, with all relevant contact points, for example Connexions Shop details and voluntary youth organisation and group location. I have over the past 12 months been assisting the Company Secretary with financial matters and will continue to do so. I have worked in the Telecommunications Industry (BT and Marconi) for almost 37 years with over 12 years managerial experience. In 2001 I took the opportunity of an early retirement package and worked part time for Smith’s Chemist in Lytham until September this year. I am married with two daughters and my hobbies include Fell Walking, Scouting, visiting historical buildings, the theatre and cinema. I have been a Warranted leader with the Scout Association since 1968 and currently hold the post of District Commissioner for Fylde. Through my involvement with Scouting I know first hand the valuable services that LCVYS offers to its member organisations. Primarily, it is a skills base where members list the skills they have and offer to provide those skills to voluntary youth organisations in the county. It is also a resource of skilled people that LCVYS itself can also draw upon for assistance with specialised events such as the annual Charity Fair where it does not have the manpower or skills to make the event a success on its own. Each member, when they register, makes it clear how much time they want to put into membership. Skills include web site design, canoeing, climbing, catering etc. So if you have something to give, if you have a skill, no matter how unimportant it may seem to you, if you want to support the young people within the county, regardless of where they come from or what organisation they belong to, register as a LCVYS Allsort today. RESOURCES For a long time, LCVYS has been able to support its members by loaning out certain resources that many organisations simply cannot afford to buy themselves. Through the Transforming Youth Work Development Fund in association with Lancashire County Council Youth & Community Service and Connexions Lancashire, we have been able to purchase some additional equipment. It sets out for consultation a framework for improving outcomes for all children and their families, to protect them, to promote their well being and to support all children to develop their full potential. The current rate of £3.50 will go up to £3.80, rising again to £4.10 in a year’s time. Young people aged 16 to 17 years old could soon receive the same minimum wage entitlements as adults, according to the Low Pay Commission. The Government has given the Commission the go ahead to look into the feasibility of introducing minimum wages for under 18s, a right the TUC union body has campaigned for. To help 11 to 14 year olds avoid mobile phone theft www.immobilise.com ST JOHN AMBULANCE YOUNG LIFESAVER AWARD SCHEME VIDEO St John Ambulance has revamped its successful Young Lifesaver Award Scheme, designed to teach first aid skills to young people between the ages of 7 and 18. It now features a peer led video showing young people dealing with realistic scenarios where first aid is needed. The scheme is being aimed at youth groups as St John Ambulance believes that all young people should receive some basic first aid training. The video costs £14.95. Sport needs to be fun, but it also needs to be safe. This pack aims to provide everything to help a coach, teacher or youth worker involved in sports activities to protect children in their care and themselves. YOUNG PERSON OF THE YEAR A major search has started to find Vision’s (Lancashire County Council’s Newsletter) Young Person of the Year. Public spirited youngsters are the target, and the winner may be someone you know. Vision readers are the key. Lancashire County Council has won backing worth thousands of pounds from JJB Sports, Virgin Trains and Lancashire County Developments Ltd (LCDL). But it is readers who see the achievements of our younger generation and we want our family of readers to nominate young people. It could be a girl who helps someone get to the shops or a boy who helps his elderly neighbour with the garden. YOUTH SERVICE VEHICLES AVAILABLE FOR USE BY VOLUNTARY YOUTH ORGANISATIONS The Lancashire Youth and Community Service is able to support registered youth groups by providing mini-buses and people carriers to help with your transport needs. Every Youth & Community Service District in Lancashire has a least one 17 seater mini-bus which will be available to registered groups. The service also has a number of people carriers and accessible vehicles which are located around the county. Demand for vehicles, particularly those capable of going into mainland Europe, can be high, particularly during the summer months so it is wise to get your booking request in early. Visit www.lcvys.org.uk LOCAL PREVENTATIVE STRATEGY The Government’s Green Paper on Children at Risk has now been published and it is important to move forward on the development of the Preventative Strategy as soon as possible. It is proposed to hold a county wide conference and this will take place on 12th December. It will not be possible to accommodate all of those with an interest in this development at one meeting and places at the conference are limited. In order to consult more widely it has been decided to hold 12 district based meetings across the county. The views and comments gathered at these meetings will be extremely valuable in informing discussions at the conference in December. LANCASHIRE IS ONE OF TEN PILOT AREAS FOR THE ADULT LEARNING GRANT From September 2003, learners aged 19 - 30 in Lancashire (including Blackburn with Darwen and Blackpool) following a full time Further Education course may qualify for a weekly payment of up to £30.00 where:- The course has a minimum of 450 guided learning hours per year (approx 12 per week) The course leads to a first Level 2 or Level 3 equivalent qualification for the learner The learner meets the financial assessment criteria (including not being in receipt of out of work benefits, or earning more than £30,000 per year) The course is at a Lancashire college (the learner does not need to be resident in Lancashire) The target groups for the grant are mainly: Those in low paid, possibly part time work Those who did not achieve first time round (due to teenage pregnancy, leaving school early etc) Returners to the labour market Those who feel ‘stuck’ in their lifestyles and are at a point where they wish to make a step change Those who have already decided to study part time - full time learning will help them achieve more quickly But anyone who meets the criteria may apply. These will be awarded in January 2004 to groups of young people to take on practical projects that will make a difference to their local environment. Of these ten winning groups, one group will also be selected to represent the UK at the Volvo Adventure International Conference.  They will present their ideas in Sweden in spring 2004 and be considered for international prizes of $10,000, $6,000, and $4,000. It may be that you have already got a project underway or perhaps you will be starting from scratch, either way the Volvo team are interested in hearing from you. The scheme is open to groups of young people aged between 10 and 16 years old. Each group needs to have an adult supervisor. Your group can be made up of people from: school; youth group; environmental group; community group; scouts; guides. Your project may address any of the following topics: Biodiversity; Energy; Transport; Water; Waste and Recycling. Application forms for Volvo Young Environmentalist Awards 2003/04 will be available from September 2003. The deadline for award applications is 31st December 2003. The awards panel will meet in January 2004 to select the ten finalists. One group will be selected to go though to the international round of the programme and will be asked to give a presentation about their project. They will have a chance of being selected for one of the international awards. To distribute the benefits of the scheme more broadly, Volvo have decided that a school other than the UK winner will be selected for an environmental education workshop by Chris Packham, wildlife photographer, TV presenter and author, to be held at their school or youth group. For more information contact the office on 01772 250001 or email lcvys@lcvys.org.uk Also available is free access to the internet, printer, photocopier and fundraising resources including software, manuals, cd roms etc. CHILDREN’S FUND LOCAL NETWORK This fund is currently being directly administered by the Children and Young People's Unit (CYPU) while discussions are continuing on appointing a new administrating body within the County.  As a result, previously circulated dates for deadlines and panel meetings no longer apply.  Applications are still being invited however and applicants' will be kept informed of progress by the CYPU. Funding is available to help improve children’s lives in Lancashire, through the Children’s Fund Local Network. The Children’s Fund Local Network has been set up by the Department of Education to help tackle child poverty. It will provide grants for small community projects working with 0 - 19 year olds. The four main themes are: Aspirations and experiences, Economic disadvantage, Isolation and access, Children’s voices The priorities of the Fund are: First time applications, Disadvantaged wards, Minority ethnic groups Do you need between £250 and £7,000? Are you a small community group in the Lancashire, Blackburn with Darwen or Blackpool areas? Can you organise projects or activities that directly benefit disadvantaged children or young people? COMMUNITY FUND Due to the poor quality of applications and low application rates, the North West Regional Board of the Community Fund have been unable to allocate the appropriate number of funding to the region. As a consequence, the region is stepping up its efforts to get more lottery cash into local communities. To date £9.2 million has been given out to local community projects, leaving another £17.7 million to be distributed by March 2004. By focusing development and communications activities on raising awareness of the funding available, the Community Fund is hoping to get more bids and improve the quality of the applications submitted. They are particularly keen to encourage applications under the Medium Grants Programme (projects costing under £60,000) as very few are being received at the moment. The north west region is offering a comprehensive pre-application support process and outreach workers are available to help groups get the advice they need to make quality applications. THE CONSULTATION FUND The Consultation Fund is a central government fund of £0.5m per year which gives children and young people the chance to participate in consultation activities which deliver outcomes which are important to them. The fund has a particular emphasis on reaching children and young people who are excluded or hard to help. The Fund will be open to children and young people up to and including 19 years of age. The fund aims to enable children and young people to attend consultation activities either within the local community or further afield and have a voice in issues and the ability to ‘make a difference’.- obtain better outcomes for decision making at local, regional, national and international levels. The Fund also aims to help children and young people exercise their rights under the UN Convention on the Rights of the Child. Youth organisations are able to apply for funding on behalf of children and young people who are resident in England. Activities can include conferences, meetings, workshops and debates. The activity must have a clear purpose and a clear input into a decision making process, for example, to influence the way local authorities operate a particular service. The activity should enable children and young people to participate in debate and decision-making. There should be either workshops or sessions incorporated into the activity, which allow children and young people to participate actively. Activities which prepare children and young people to attend specific consultation events could also be included, for example, a session to give practical guidance on participation in a consultation event. Activities or events which are organised by independent or voluntary youth organisations on a local, regional, national or international level are eligible for funding. Activities which are organised by national or international bodies, other than national and local government and their agencies, are also eligible for funding. The organisation will be required to supply a programme of the activity with the application form. This application round is for activities, which are occurring before 31 March 2004. Applications need to be submitted at least 2 months prior to the activity. Additional guidance - This guidance will act as supplementary information to the main Consultation Fund guidance. Young people were involved in workshops and team building activities where they got to know others from different groups and gained knowledge on the type of work they are involved in. As well as developing a criteria they also devised an application form and gained experience in assessing mock applications using the guidelines they produced. Overall it was an exciting and fun weekend but hard work; young people achieved all the learning outcomes and are looking forward to receiving completed applications from groups within the LCVYS membership. Should there be an interest and there are sufficient numbers of people, there might possibly be the opportunity to run a course at level 3, which is a national qualification and is a Vocationally Related Qualification (VRQ). In order to be eligible for the course you must: Have experience of working with young people. Completed a standardised induction prior to 5th December 2003. (Induction packs available from LCVYS). Commit to completing the course, lasting approximately 11 months. Have support from your line manger/supervisor throughout the course to provide guidance and comment on work you carry out.
